Terms of Use

Effective date: October 1, 2026.

These terms apply to oppranger.com and to the free scored digest. By using the site or requesting a digest, you agree to them.

1. Who we are

OppRanger is operated by Black Syndicate LLC, an Oklahoma limited liability company doing business as OppRanger and as Carter Black Agency. “We,” “us,” and “OppRanger” mean Black Syndicate LLC.

2. Clients

If your business has signed a services agreement with Carter Black Agency for OppRanger, that agreement governs the service. Where these terms and that agreement disagree, the agreement wins.

3. What OppRanger does — and doesn’t

OppRanger reads public procurement postings, scores them against a business profile, and prepares first-draft response material. It is a research and drafting aid.

We do not:

• Price anything. Rates, margins, and cost volumes are yours.
• Submit anything. You are the contractor of record. Every final review, signature, and submission is yours.
• Guarantee anything. A fit score is our read on a posting against your profile. It is not a promise that you qualify, that the posting is complete or current, or that you will be awarded anything.

You are responsible for confirming eligibility, deadlines, set-aside status, and every requirement directly with the issuing agency before you rely on it.

4. Public sources

Opportunity information comes from public sources such as SAM.gov, SBA SubNet, and state and local procurement portals. We do not control those sources. Postings change, get amended, and get cancelled. Always verify against the original.

5. Not a government service

OppRanger is independent. We are not affiliated with, endorsed by, or acting on behalf of SAM.gov, the U.S. Small Business Administration, or any federal, state, or local agency. Nothing here is legal, accounting, or contracting advice.

6. Your content

Information and documents you give us stay yours. You give us permission to use them to run the service for you. You confirm you have the right to share what you upload.

7. No warranty; limits on liability

The site and the free digest are provided “as is.” To the fullest extent the law allows, we disclaim all warranties, express or implied, and we are not liable for indirect, incidental, or consequential damages, including lost contracts, lost profits, or missed deadlines, arising from use of the site or the free digest. Our total liability for any claim arising from the site or the free digest will not exceed the greater of one hundred dollars ($100) or the amount you paid us for the service in the twelve months before the claim.

8. Acceptable use

Don’t scrape, overload, or interfere with the site; don’t submit false information; don’t use the free digest to resell our output.

9. Our content

The OppRanger name, the mark, and the site’s design and text belong to Black Syndicate LLC.

10. Changes

We may update these terms. We’ll post the new version with a new effective date.

11. Law

These terms are governed by the laws of the State of Oklahoma. Any dispute will be brought in the state courts located in Cleveland County, Oklahoma, or in the United States District Court for the Western District of Oklahoma, and you consent to the jurisdiction of those courts.
